Steve Fleming
About Steve
With over 30 years of leadership experience in the long-term care industry, Steve Fleming has devoted his career to enhancing the lives of seniors and empowering the caregivers who make a difference every day.
Steve began his professional journey after earning a Bachelor of Science in Business Administration with a focus in Health Care Administration from Appalachian State University in 1988. His career includes several key leadership roles such as Administrator, Regional Vice President, and Vice President of Operations. In 2004, he joined Home Quality Management—now Signature HealthCARE—as Vice President of Operations. Since then, he has served in numerous executive positions, including Vice President of Development, where he led strategic expansion through acquisitions and new developments, and President of Operations for a skilled nursing division.
A respected voice in the industry, Steve has held leadership roles within the Tennessee Health Care Association (THCA) and the Tennessee Center for Assisted Living (TNCAL). His service includes positions on the THCA Board of Directors and Government Affairs Committee, and he currently serves as THCA Secretary-Treasurer and a member of the Executive Committee. At TNCAL, he has served as Vice President, President, and is currently Past President for the 2024–2025 term. In 2024, Steve was honored with the THCA Richard T. Sadler Distinguished Association Service Award, recognizing his enduring contributions to the profession.
As CEO of Silver Angels and Signature Lifestyles, Steve leads with a commitment to a mission-driven culture that prioritizes quality care, innovation, and the wellbeing of both clients and team members.
Outside of work, Steve enjoys traveling, fishing, and active involvement in his local church and mission organizations. He considers his greatest blessings to be his wife Tammy, their three adult children, and four beloved grandchildren. Originally from Virginia, Steve and his family now reside in Cleveland, Tennessee, where they have found a strong sense of community and purpose.

Tony Greenwell CPA
About Tony
Tony Greenwell is a seasoned financial executive and Certified Public Accountant with over 31 years of experience in financial and operational leadership. A graduate of the University of Louisville, Tony currently serves as the Chief Financial Officer for Silver Angels and Signature Lifestyles, divisions of Signature Healthcare, a role he has held since 2021.
Tony began his journey with Signature Healthcare 15 years ago as Director of Accounting and has since held several progressive leadership roles. His expertise lies in partnering with operational teams to drive financial performance across multiple business lines and states. In recent years, he has also taken on a more active role in the day-to-day operations of Silver Angels, contributing significantly to its strategic growth and service delivery. Beyond his executive responsibilities, Tony serves on the board of the Tennessee Association for Home Care and is an active member of the Personal Support Services Agency (PSSA) advisory committee, both roles he has held since 2024. Prior to joining Signature Healthcare, Tony spent 14 years at Anthem, Inc., where he held various accounting and financial leadership positions. Outside of work, Tony has been happily married for 29 years and is the proud father of two adult daughters. He enjoys spending time with his family and traveling.

Susann Starrett SHRM-CP, PHR
About Susann
After graduating from Maryville College with my BA in Psychology, Susann went to work for DHS in Foster Care and Adult Protective Services. She began her career with Signature HealthCARE initially in 1997 as the Social Services Director for one of the skilled nursing facilities. Susann later moved into Human Resources and has worked in various roles before moving into VP of HR. Susann was part of Silver Angels from its inception, and the team has always held a special place in her heart. Silver Angels is all about service to others and it takes a special heart to provide care to others. It is a true blessing for her to be a part of the Silver Angels family and to have the opportunity to make a positive difference in the lives of our Stakeholders. On a personal note, Susann and her husband of 30+ years and live in TN with their Maltese. She loves spending time on the front porch enjoying nature & wildlife and spending time with family, shopping, & reading.

Valerie Frazier
About Valerie
Valerie Frazier is the Director of Accounts Receivable and Collections at Silver Angels, where she has been a valued team member for 13 years. With over 25 years of experience in billing, collections, and financial analysis, she brings deep expertise and dedication to her role.
Outside of work, Valerie enjoys spending time with her husband, Jack, and her wonderful stepdaughter, Virginia. Their family also includes two beloved rescue dogs, Tazzy and Cheese. Together, they love planning trips and discovering new places as a family.

Teresa Clark
About Teresa
Teresa Clark serves as the Vice President of Clinical & Regulatory Services, bringing over 32 years of combined experience with the company. A dedicated nurse with a strong clinical foundation, Teresa plays a vital role in ensuring compliance with state and Department of Health regulations for both Silver Angels and Signature Lifestyles.
Outside of work, Teresa enjoys spending time with her son and relaxing on the water. She’s an avid traveler and loves boating in her free time.

Lori Snow
About Lori
Lori Snow is the Director of Marketing & Business Partnerships for Silver Angels and Signature Lifestyles. She joined the Silver Angels family in March 2020 as Assistant Director, bringing with her over 20 years of experience in the newspaper industry across North Carolina and Tennessee. In 2023, she stepped into her current leadership role.
Lori supports Silver Angels Branch Operations Managers and Signature Lifestyles Executive Directors by developing marketing strategies, coordinating events, and managing advertising efforts. She also oversees content creation and manages the organizations’ social media platforms and websites.
Outside of work, Lori enjoys spending time with her longtime partner, Jason, and their beloved tuxedo cat, Byron. She’s passionate about travel, reading, movies, and live music.

Rachel Beal

About Rachel
Rachel Beal, our Director of Systems & Compliance, has grown with Silver Angels for more than 10 years, serving in multiple roles and gaining experience across nearly every part of our organization. After a brief time away, she chose to return because this mission, this team, and this work truly matter to her. Rachel spent three proud years leading the Sevier office as the Branch Operations Manager, supporting staff, clients, and operations with consistency and compassion.
Today, Rachel uses this experience to guide our company’s systems, licensing processes, and compliance standards across all locations. She ensures that everything behind the scenes- from AlayaCare workflows to regulatory requirements runs smoothly so our caregivers can focus on what they do best, caring for clients.
